Russian - the language of interethnic communication and administration throughout the Russian Federation.
Tatar - a Turkic language, co-official in this republic of Russia and spoken by the titular Tatar population, one of Russia's largest ethnic minorities.
Both Russian and Tatar are official languages of the Republic of Tatarstan, a federal subject of Russia.
